Long ago in Athens, people used direct democracy. Every law was voted on directly by free men born to Athenian parents. Women, foreigners, and enslaved people could not vote. The philosopher Plato did not trust this system. He compared it to a ship with a strong captain who cannot navigate. The crew fights for control, and a real navigator is ignored. Plato worried that democracy allowed good speakers to trick people. He also thought too much freedom could lead to disorder and then to a tyrant. In his final work The Laws, Plato imagined a better city called Magnesia. There, laws include explanations to persuade citizens to follow them. The city also limits land buying and shares power among many people. Magnesia is not perfect, but it shows Plato's idea of a more stable government.
