Japan is thinking about making a second capital city. Tokyo is the capital now, and many people live there. But if a big earthquake or tsunami hits Tokyo, the government might not be able to work. A second capital could take over until Tokyo is safe again. This plan also wants to help other parts of Japan grow, because too many people and jobs are in Tokyo now. The government has sent a new bill to parliament. It does not say which city will be the second capital yet. One idea is Osaka, but other cities like Nagoya and Fukuoka also want the job. The bill still needs to pass, and time is short. Leaders hope it can help Japan be safer and stronger.
